The Department participates in the development of draft federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation in the areas of activity of the Main Customs Administration.

The management tasks are:

• organization of customs operations in respect of goods transported across the customs borderThe EAEUgoods and vehicles when they are placed under customs procedures;
• development of procedures and technologies for customs operations in respect of goods, includingvehicles, imported (imported) into the territory of special economic zones and exported from the territory of special economic zones;
• development of procedures and technologies for customs operations depending on the types of goods transported across the customs border of the EAEU, the type of transport used for such movement, categories of persons moving goods and vehicles;
• organization of customs control when performing customs operations upon arrival of goods into the customs territory of the EAEU, when placing goods under customs procedures, during temporary storage of goods, departure of goods from the customs territory of the EAEU (including control over the actual export), in the territories of special economic zones and when applying special simplifications provided to authorized economic operators;
• preparation of proposals to the management of the Federal Customs Service of Russia on improving the forms and methods of customs operations and customs control;
• development of rules for the application of customs control forms in the areas of activity of the Main Directorate;
• control over the activities of the customs authorities of the Russian Federation on the implementation of procedures, technologies and rules established by the law of the EAEU, the legislation of the Russian Federation on customs affairs, other federal laws, regulatory and other legal acts of the Ministry of Finance of the Russian Federation and the Federal Customs Service of the Russian Federation in the areas of activity of the Main Directorate;
• preparation of proposals to the leadership of the Federal Customs Service of Russia to establish the competence of customs authorities to perform customs operations in respect of goods imported into the Russian Federation and exported from the Russian Federation;
• monitoring compliance by legal entities included in the registers of persons engaged in activities in the field of customs affairs (with the exception of the register of customs representatives) with the conditions for inclusion in the registers;
• formation and implementation of the state policy in the field of customs affairs in the areas of activity of the Main Directorate;
• implementation of border policy;
• organization and coordination of interaction of customs authorities with control authorities at checkpoints across the state border of the Russian Federation;
• organization of transport control at checkpoints across the state border of the Russian Federation, as well as sanitary-quarantine, quarantine phytosanitary and veterinary types of control, both in terms of document verification and during actual control;
• participation in the organization of customs control with the use of technical means of customs control (including inspection and inspection complexes); 
• organization of the use of information technologies in customs operations;
• development and implementation of advanced customs technologies in the activities of customs authorities;
• organization and coordination of interaction with the management bodies of special economic zones on the equipment and arrangement of the territories of special economic zones for the purpose of customs control;
• development, processing and updating of technological maps of interdepartmental interaction in the implementation of sanitary-quarantine, quarantine phytosanitary, transport control and state veterinary supervision.
