The Federal Ministry in Russia is a federal executive body that develops state policy and related regulatory framework within its authority (field of activity). The Federal Ministry is headed by the Minister of the Russian Federation, a member of the Government of the Russian Federation.

The Federal Ministry, on the basis of and in accordance with the Constitution of the Russian Federation, federal constitutional acts, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, independently performs the following functions:

• legal regulation in their field of activity, with the exception of issues the legal regulation of which is carried out exclusively by federal constitutional laws, federal laws, acts of the President and the Government;
• control and supervision in the sphere directly specified in decrees of the President or resolutions of the Government;
• management of state property in the field directly specified in decrees of the President or resolutions of the Government; coordination and control of the activities of subordinate federal services and federal agencies;
• coordination of activities of state extra-budgetary funds.
