In 2018, the cargo turnover amounted to 4.5 million tons, and its price volume amounted to 10 billion US dollars. A significant increase in foreign trade turnover is indicated by the growth of submitted declarations. 

In just 9 months of this year, more than 131 thousand declarations for goods were issued, which is 26% more than in the same period of 2017. Such a significant increase in most indicators of the Vladivostok Customs' activity is explained by the concentration of the declarative array of all declarations of the "sea" customs of the Far Eastern region. Declarations from Nakhodka, Khabarovsk, Magadan, Kamchatka and Sakhalin are submitted to the electronic declaration center of Vladivostok Customs. If in December 2017 only 30% of declarations for goods were issued at the electronic declaration center of the Vladivostok Customs, today 80% have been issued.

In 2018 , in accordance with the customs procedure of the free customs zone , variousforeign goodsin the amount of 470 million US dollars. Compared to last year, the indicators have increased 17 times.

The possibility of applying the "free customs zone" customs procedure has become the main advantage of working with participants in foreign economic activity. Importers in the duty-free territory can sell goods of foreign origin without paying customs duties and taxes. For the Far Eastern region, the most relevant products are large technological equipment for industry; new industrial production lines with components; conveyor systems; self-propelled transport systems with a lifting capacity of more than 35 thousand tons for a port, factory; gantry gantry crane with a lifting capacity of more than one thousand tons. 

Customs operations in respect of foreign goods placed under the customs procedure of the free zone are carried out exclusively at the Vladivostok Customs post Electronic Declaration Center.

In the conditions of the new Customs Code of the Eurasian Economic Union, the priority direction of customs is to reduce the timing of customs operations. Of particular importance is the development of promising technologies for auto-registration and auto-issuance of declarations for goods. For 9 months of 2018, 62% of all export declarations for the export of goods were registered automatically. This is 2 times more than in the same period last year and amounts to 8 thousand declarations. According to the results of 9 months of work in 2018, 13 thousand declarations were issued for the import of goods, during the same period in 2017, only 9 such declarations were issued.

"The logical consequence of the achieved results on autoregistration was the technology of autoregistration, whenprocessingdeclarations are fully implemented by software and are issued in automatic mode," said Oleg Anufriev, Head of Customs.

Vladivostok Customs is successfully conducting an experiment on registration of a marine vessel on the basis of registration of a ship's case in electronic form. Currently, electronic registration of vessels is possible at all customs posts of the Vladivostok Customs. So the customs post of the Seaport of Zarubino for the past period issued 605 ship cases in electronic form, the customs post of the Seaport of Slavyanka – 77, the Seaport of Vladivostok – 115, the May Day customs post – 307. At the same time, the share of ship cases processed exclusively in electronic form at the customs posts of the Vladivostok Customs is constantly increasing.

The average time of paperless registration of a ship's case for arrival takes customs officials 25 minutes for registration of a vessel without cargo, and 45 minutes for registration of a ship with cargo; for departure – 50 minutes.
The indicated results of the work are only part of the customs activities in the context of the implementation of the provisions of the Customs Code of the Eurasian Economic Union and the reform of the customs system in the period from 2018 to 2020. Currently, all measures implemented by customs are aimed at establishing uniformity in the procedure for customs operations, ensuring the alignment of law enforcement practices and the introduction of standards for customs operations.
