Compared to the same period in 2017, transfers increased by 31 million rubles. These and other results of activity were announced by the head of Kamchatka Customs Vladimir Karpov at a press conference dedicated to the Day of the Customs Officer of the Russian Federation.

The foreign trade turnover amounted to 185.5 million US dollars.

85% of the trade turnover in the Kamchatka Customs region is occupied byexport. In terms of value, export operations in January-October 2018 reached more than 157 million US dollars. The leading place among exported goods is traditionally occupied by frozen fish and seafood (78%). Nickel concentrate (17% of the total value of exports), scrap and ferrous metal waste (5%) are also exported from Kamchatka.

The cost of imports since the beginning of the year amounted to about 28 million US dollars. Machinery and equipment, floating vehicles predominate among the imported goods (37.5%); packaging materials (paper and cardboard) (27.8%); plastic and rubber products (12.4%); metals and products made of them (6.4%), rope and rope products (5%). That is, those goods that are necessary for the fishing enterprises of the Kamchatka Territory. 

Export-import operations were carried out by 116 participants of foreign economic activity. They have issued 1165 declarations for goods, of which 610 are export, 555 are import.

Foreign economic activity was carried out with 35 countries. The leading trading partner countries were: Japan (34% of the value of trade turnover), the People's Republic of China (32.5%), the Republic of Korea (20%). 

Kamchatka customs officers have issued 988 vessels since the beginning of 2018: 498 sea and 490 air.

In 2018, the cargo turnover amounted to 4.5 million tons, and its price volume amounted to 10 billion US dollars. A significant increase in foreign trade turnover is indicated by the growth of submitted declarations. 

In just 9 months of this year, more than 131 thousand declarations for goods were issued, which is 26% more than in the same period of 2017. Such a significant increase in most indicators of the Vladivostok Customs' activity is explained by the concentration of the declarative array of all declarations of the "sea" customs of the Far Eastern region. Declarations from Nakhodka, Khabarovsk, Magadan, Kamchatka and Sakhalin are submitted to the electronic declaration center of Vladivostok Customs. If in December 2017 only 30% of declarations for goods were issued at the electronic declaration center of the Vladivostok Customs, today 80% have been issued.

In 2018 , in accordance with the customs procedure of the free customs zone , variousforeign goodsin the amount of 470 million US dollars. Compared to last year, the indicators have increased 17 times.

The possibility of applying the "free customs zone" customs procedure has become the main advantage of working with participants in foreign economic activity. Importers in the duty-free territory can sell goods of foreign origin without paying customs duties and taxes. For the Far Eastern region, the most relevant products are large technological equipment for industry; new industrial production lines with components; conveyor systems; self-propelled transport systems with a lifting capacity of more than 35 thousand tons for a port, factory; gantry gantry crane with a lifting capacity of more than one thousand tons. 

Customs operations in respect of foreign goods placed under the customs procedure of the free zone are carried out exclusively at the Vladivostok Customs post Electronic Declaration Center.

In the conditions of the new Customs Code of the Eurasian Economic Union, the priority direction of customs is to reduce the timing of customs operations. Of particular importance is the development of promising technologies for auto-registration and auto-issuance of declarations for goods. For 9 months of 2018, 62% of all export declarations for the export of goods were registered automatically. This is 2 times more than in the same period last year and amounts to 8 thousand declarations. According to the results of 9 months of work in 2018, 13 thousand declarations were issued for the import of goods, during the same period in 2017, only 9 such declarations were issued.

"The logical consequence of the achieved results on autoregistration was the technology of autoregistration, whenprocessingdeclarations are fully implemented by software and are issued in automatic mode," said Oleg Anufriev, Head of Customs.

Vladivostok Customs is successfully conducting an experiment on registration of a marine vessel on the basis of registration of a ship's case in electronic form. Currently, electronic registration of vessels is possible at all customs posts of the Vladivostok Customs. So the customs post of the Seaport of Zarubino for the past period issued 605 ship cases in electronic form, the customs post of the Seaport of Slavyanka – 77, the Seaport of Vladivostok – 115, the May Day customs post – 307. At the same time, the share of ship cases processed exclusively in electronic form at the customs posts of the Vladivostok Customs is constantly increasing.

The average time of paperless registration of a ship's case for arrival takes customs officials 25 minutes for registration of a vessel without cargo, and 45 minutes for registration of a ship with cargo; for departure – 50 minutes.
The indicated results of the work are only part of the customs activities in the context of the implementation of the provisions of the Customs Code of the Eurasian Economic Union and the reform of the customs system in the period from 2018 to 2020. Currently, all measures implemented by customs are aimed at establishing uniformity in the procedure for customs operations, ensuring the alignment of law enforcement practices and the introduction of standards for customs operations.

Since the beginning of the year, Vladivostok Customs has initiated 34 criminal cases under the article of customs evasion and smuggling of goods worth more than 300 million rubles. The facts of the transfer of funds under invalid documents, as well as the non-return of funds from abroad in the amount of more than 2 billion rubles were revealed and suppressed.

Also, for 9 months of 2018, 1821 cases of administrative offenses were initiated. At the same time, this year 43% of cases have been initiated on identified counterfeit goods that cause significant harm to the economic security of the Russian Federation. With the imposition of administrative punishment, the customs authority and the courts considered 1,705 cases of administrative offenses (taking into account cases initiated in previous periods).

Over the past nine months, the federal budget of Russia has received more than 4 trillion rubles of customs payments. This was stated by Prime Minister Dmitry Medvedev at the International Customs Forum. Now the task is to create a single mechanism that will eliminate black imports.

According to the Prime Minister, the Federal Customs Service (FCS), together with the tax service, needs to track the movement of goods along the entire route - from importation through the customs border to a specific store.

— We need, of course, to get rid of shadow turnover, gray and black imports. And although its volumes are no longer as significant as they were some time ago, it is still necessary to bring all commodity and financial flows to light more actively," the Prime Minister noted.

The services will exchange information about how theproductwhen importing, comparing the country of its origin, cost, weight parameters — up to the quantity — when selling, Dmitry Medvedev explained. He cited as an example the system of labeling fur products and the current pilot project on labeling medicines.

— The most important thing for our citizens, for those who buy medicines, is the identification of counterfeit, the identification of substandard medicines, medicines that do not have a proper certificate, which are manufactured illegally, — Dmitry Medvedev stressed.

The Prime Minister recalled that customs is not a barrier to honest business, but an effective service that ensures the economic security of the country.

Dmitry Medvedev also launched the work of the Volga Electronic Customs (PET) on Wednesday, taking part in the opening ceremony via videoconference. PET is one of the 16 electronic declaration centers that are being created in accordance with the Comprehensive Development Program of the Federal Customs Service until 2020. 

Electronic declaration centers are designed for the remote passage of goods across the state border. The goods themselves are placed in warehouses of the border zones of Russia, and all information exchange with the customs service is carried out electronically. Only visual inspection of goods will be carried out at land customs posts and ports. The creation of such centers will make it possible to switch to electronic document management and reduce logistics and transport costs for enterprises engaged in foreign economic activity, as well as reduce the time of customs operations.

The country's economy faces large-scale tasks, the Prime minister said. Russia is striving to become one of the five largest economies in the world, and an important role here is assigned to foreign trade, primarily non—primary exports.

— In six years, we need to double its volume to $250 billion. The task is difficult, but in general, I think, it can be solved," Dmitry Medvedev said.

Dmitry Medvedev also presented government and state awards to employees of the Federal Customs Service within the framework of the International Customs Forum. The Order of Alexander Nevsky was awarded to the head of the Anti-corruption Department of the Federal Customs Service, Franz Augustinovich. Three more heads of service divisions were awarded Orders of Honor: Head of the Main Financial and Economic Department Yuri Vakhnyak, Head of the Main Department of customs Clearance and Control Dmitry Zhukov and Head of the main Department of Customs Control after the release of goods Valery Seleznev.

Four representatives of regional customs administrations received from the hands of the Prime Minister a certificate of honor and gratitude from the President, as well as a certificate of honor and gratitude from the Government of the Russian Federation.

The innovation on electronic registration started working only in June 2017. To date, more than 50% of ships passing through the port customs post in the port have been electronically processed. In Poset, this indicator already reaches 100%. Also, 100% of the result of electronic registration is received by the wholetransit, passing through the customs post at the port.

If earlier all the procedures for registration of only one vessel took up to 1.5 hours, now everything takes 10-15 minutes. By the way, the absence of a corruption component in this case is also important, since there is no direct contact with a customs representative anymore. Also, storing documents in electronic form makes them transparent to regulatory authorities. Ultimately, automation itself makes it possible to optimize the efficiency of the customs post as a whole," said Edik Tedeev, head of the Zarubino Seaport customs post.

Positive changes also affected the processing of the customs declaration. Previously, the procedure took 2 days, and with the introduction of an electronic system, the time was reduced to 5-7 minutes. However, it is worth noting that it is important to fill out the declaration itself correctly here, since in case of an error, the system will return the document to the sender for correction.

However, the changes in the work of customs officers do not end there. Until 2020, an "Electronic Customs" will be formed, where the entire volume of electronic declarations will be processed. The Vladivostok Electronic Declaration Center will be subordinated to the new structure.

A resident of Primorye was sentenced to three years and six months in a general regime colony for participating in a group that intended to illegally export parts of rare animals from Russia, including bear paws, in the amount of 50 million rubles.

According to the verdict handed down by the Khankai District Court, the accused must also pay a fine of 1.3 million rubles, it is reported on website The Prosecutor General's Office of the Russian Federation.

Investigators have established that the gang was created in January last year for the purpose of illegal transportation of goods across the border of the Customs Union in the framework ofThe EAEU. At the time of their detention, "879 paws and 306 claws of Himalayan and brown bears, their other parts, the skin, skeleton and claws of the Amur tiger, raw amber weighing more than 1 kg, weapons and ammunition" were seized from them.

In addition, the woman, whose name is not specified, provided her accommodation for the group members, as well as engaged in the purchase, storage and transportation of goods. This date has long been considered a significant day in the history of the Russian customs service. It was on this day in 1653 that a Single customs charter appeared in the country for the first time, born from the Decree of Tsar Alexei Mikhailovich on the collection of customs duties "in Moscow and Russian cities". For the first time, the rights and obligations of customs officers (contractors) to exercise control over the movement of goods were enshrined in law. And on October 25, 1991, by Decree of the President of Russia, the State Customs Committee of the Russian Federation was formed.

Mineralovodsk Customs celebrates a professional holiday with worthy results. Since the beginning of the year, more than 6.6 billion rubles have been transferred to the budget. In the region of activity, and these are five of the seven subjects of the North Caucasus Federal District, customs officials have processed about a million tons of foreign economic cargo. The total volume of trade turnover amounted to more than $746 million.

In the airports located in Mineralnye Vody, Grozny, Nalchik and Stavropol, 2,845 aircraft were issued for customs purposes in 9 months of this year,customs controlmore than 390 thousand passengers of international flights – Russians and foreign citizens - have passed.

In order to achieve effective results in countering the smuggling of drugs, weapons, currency and cultural values, and the suppression of economic crimes, it is very important to strengthen cooperation and intensify information exchange with other state services regulating foreign economic activity, with law enforcement agencies, with customs authorities of other countries. As a result of the revealed violations of customs legislation, 1,346 cases of administrative offenses and 15 criminal cases were initiated. The objects of violations were: illegally transported currency, jewelry, various goods andvehicles.

Of particular importance is the work aimed at identifying and suppressing illegal trafficking in sanctioned products. According to the results of the verification activities carried out at fruit and vegetable bases, markets, fairs, shopping centers and chain stores, about 5 tons of sanctioned products (Turkish tomatoes, Polish apples and pears, cheese from Holland and Germany) were seized and destroyed. Control in this direction is carried out jointly with representatives of the Rosselkhoznadzor Departments, the Transport Prosecutor's Office and the Ministries of Internal Affairs of the North Caucasus region. Thanks to interdepartmental cooperation, all prohibited products were seized and destroyed.

For 9 months of 2018, 7991 "export" and 883 "import" declarations were automatically registered, the automatic issue amounted to 1796 and 24 declarations, respectively, and the concentration of customs declaration at the Mineralovodsk Customs post (Electronic Declaration Center) was 98%. Since October 25, 2018, these pilot projects have become part of the work of a new customs body – the North Caucasus Electronic Customs.

In 2017, the natural volume of cargo turnover increased by 23.9%, the cost increased by 20.5%, Acting head of the DVTU Sergey Pankratov said today at a press conference dedicated to the Day of the Customs Officer of the Russian Federation.

For 9 months of 2018, the customs authorities of the DVTU region registered 216,216 declarations for goods. Compared to the same period of 2017 (193,108 items), the number of declarations for goods increased by 12.0%. The number of export declarations for goods increased by 11.1% (from 41,875 to 46,526). The number of imported – increased by 12.2% (from 151 233 to 169 690 pieces). 

Export. For 9 months of 2018, 29.6 million tons of cargo worth 9.2 billion US dollars (or 44% of the total value of trade turnover) were exported through the customs of the DVTU. At the same time, compared to the same period in 2017 ($7.1 billion), the value of exports increased by 28.3%, the natural volume of export cargo increased by 26.8% (it was 23.3 million tons).

The largest trading partners of the Far East in exports: Japan – 32.5% of the value of exports, China – 30.7%, the Republic of Korea - 24.5%. Other countries accounted for 12.3%. 

The most important commodity exports remained the same:  

  • mineral fuel, oil and their distillation products – 47.0% of the cost (compared to the same period of 2017, an increase of 1.7 times); 
  • fish, crustaceans and shellfish – 24.6% of the cost (an increase of 18.6%); 
  • woodand products made of it – 9.3% of the cost (an increase of 8.2%).

Import.For 9 months of 2018, 3.7 million tons of cargo worth 11.6 billion US dollars were imported through the customs of the DVTU. At the same time, compared to the same period in 2017 (10.1 billion US dollars), imports increased in value by 15.1%, in physical terms - by 4.8% (there were 3.6 million tons).

The largest trading partners of the Far East when importing: China – 53.8% of the value of imports, Japan – 14.9%, the Republic of Korea - 12.4%, the USA - 3.0%. Other countries accounted for 15.9% of the cost.

The most important commodity items during import also remain the same:

  • machinery, equipment and mechanisms – 24.5% of the cost (compared to the same period in 2017, an increase of 14.2%);
  • means of land transport – 10.8% of the cost (an increase of 31.8%);
  • electric machines and electrical equipment, their parts – 10.5% of the cost (an increase of 13.4%).

The number of participants in foreign economic activity who carried out foreign trade operations in the region of DVTU activity for 9 months of 2018 amounted to 10,721. An increase of 15.7% compared to 9 months of 2017 (9,270).
